Can we get wit's end to have LAMENT as a passive like Phantom dancer?

LAMENT could easily be added as a fairly low cost item that builds fro ma dagger 650 gold 15% attack speed 6% reduced damage from the last ememy champ you attacked in the last 10 seconds.

For wit's end it will function a little differently then phantom dancers instant 12% damage reduction.

Recurve Bow + New LAMENT item + 850 gold = wit's end 2500 42% attack speed unique passive: 42 on hit magic damage Unique- LAMENT: On damaging an enemy champ with a suto or single target ability you take 8% reduced damage from them. This can be increased by 2% for any auto attacks or single target abilities stacking up to 4 times, this passive ends after 10 seconds of being out of combat or damaging another enemy champ with a auto or single target ability.

Yes this is intended to work well with on hit champs.
