Can we make Jarvan's ult like Azir's?

I mean, lets be honest, Jarvan's ult is almost useless now with all these champs with mobility. Almost everyone can use some kind of dash to get over it, and those who don't can still flash. Now, flash is a hellalot better to get out of them. But still, people have those dashes they can use, tons of champions have it and it makes Jarvan's ult almost useless. Even tanks and bruisers have it like Shen, Renekton, Riven, heck even Jarvan himself. A few mages have it like Azir or Lissandra, tons of assassins have it, a bunch of ADC's like Lucian, Graves, Caitlyn, etc., and its just making Jarvan's ult almost useless. Sure there's that rare instance of like Miss Fortune, Evelynn, bunch of mages like Malzahar and whatnot, but lets be honest a good mage won't even let you get near them unless they're a short-range mage like Annie.

So, what about making Jarvan's ult like Azir's? Where, if they try to get out, they can't? Maybe the walls would be too high or something? I don't know, but it seems like that would make Jarvan a lot more popular and a lot more viable than he is right now.
