Low level gameplay is not fun at all. Your runes are closed off, its either bots or smurfs, its hell

you don't even have the same tools as those 5 man premade smurf teams so its a total steamroll. It's actually harder at level 13 then it is at level 50, because the only people playing at that level that know anything are the worst smurf dicks in the entire game, and they group up as a 5 man to boot.

you can't even enjoy grinding bots, because your team always has at least one shithead bot on it ,and reporting the bots does nothing at all. I report them for third party programs, never get feedback on it though. I know they are bots because they always do the same thing, jungling endlessly and nothing else, and they choose really stupid champions for jungling, like Soraka.

so to recap, you don't have the same tools to work with, you are getting placed against players that are wildly, ridiculously outside of the skill range of where you're supposed to be at, at level 13, and even if you just give up on the horrendously unfair PvP, bots will ruin your game instead. The bots on your team do nothing. they are somehow less capable then even Intro bots. So no matter what you do, what game mode you play, it's fucking ruined. theres' really no legitimate way to enjoy low level play.
