Why does the game need to be changed every few weeks?

Half the time it seems like buffs and nerfs are just changed to give the balance team something to do so Riot doesn't have to lay them off. the game changes too damn much, why can't they just assess the state of the game, and make changes when needed? it's like they have a raffle on what their going to "rebalance" on the pbe every day. There's a reason players are leaving, the board is full of complaints, and the game state is commonly referred to as bad. That feeling you got when you first started is gone. There's so little to offer in player progression, non paid cosmetics (earnable), and a reason to keep playing.

I dont even play the game and I can easily admit Fortnite offers more and is clearly the better game. genres aside.
