how is that even possible, how do you play over a thousand games of fiora and don't climb? How can your game sense remain so bad for that long? it can't be his pc because i have a semi-toaster laptop because of the struggle and i'll dip to like 15 fps in big team fights but i still climbed and i mainly play fiora top.

The majority of people in bronze are people who don't learn from their mistakes and/or refuse to believe that they are making mistakes. So if those people also happen to have a favorite champion, they'll get tons of mastery points for them while still being low ranked.

Incidentally, I think some of the top mastery point players for most champs are actually relatively low elo players. See here.

i know a guy whos been in s5 for 2 years. he has a negative win rate and hasnt improved whatsoever. he has 400 games so far in ranked

If you tilt easily, you can go on streaks of playing awful and never climb. Or maybe he just likes to play in low elo so he intentionally loses games. Not the first time I've seen that happen.
