Can you give Nunu and Lissandra a real passive?

must have the mostly useless passive for late game ever. Yes not all champion has the best passive but they at least can do something late game while Nunu has a sort of useless passive that lets you use a free spell..... Why not let him bite enemy and give them bacteria and damage them over time, I doesn't have to be a lot of damage but at least something that can be useful late game since I am trying to main Nunu and actually do quite well but the problem is my team bitches at me for being beyond useless late game.

It's actually true if you ask me, he can really only snow ball and W. His ult can be CC instantly with the minimum damage so little.
