Idea For Runes?

So Rito this is what ive got. It should work like the mastery system. Each level up you get one more slot for a rune (like it is right now) every 5 or 10 levels you get a new rune page. For the Runes themselves, you pay 200 IP or something low to unlock all the glyphs, but its 2 of all of them, so if you need more you buy more. 200 seems like a lot but something like that, not 2000 IP for one rune, it gives a slight advantage that can get an early kill. I think this is fair, what about you guys. And other suggestions would be awesome! Hope riot can do something with this.
