The item is not able to be balanced. Ever. Period.

Items that trigger on hit effects are always broken as hell. Just remove the stupid thing and NEVER EVER BRING IT BACK.

Ask yourself this simple question :

Can marksmen abuse this item ?

Yes : keep this item for 2 years No : If any other class can abuse it, just nerf it to the ground or simply remove it (hello DFG)

Because there's no reason for this item to exist. It's unable to be balanced ever because you have to balance it vs ALL champions with on hit interactions for just one stupid item.
