Is Taliyah still relevant?

I've literally never seen anyone play her

They tried forcing her into jungle and then nerfed her [sg-lulu] She's "fun to play" but that doesn't mean competitively viable.

I thought the jungle thing was an accident that players stumbled on.

Taliyah is S tier mid laner in higher elos, but A-B tier on lower elos, while being an A tier jungler in higher elos, but unable to jungle in early elos, not because she's bad, but because she not a fast jungler early, so needs the lanes to be actually capable of following up and if she gets behind, she pretty useless, hence why she's bad in low elo jungle, as people will rarely follow up or even help.

She's not the easiest to play, I still fuck up on her occasionally, but most of skill cap comes from using her R and making macro plays. In a way, she's similar to TF, not the most complex kit, but her main power comes from macro play.

You see her rarely because people think she's trash and because many fully lack macro play, and without good macro, Taliyah can't do much.

Also the build is a huge aspect of why they call her trash. Many still go for the old Aeri or Comet, with either Domination or Resolve secondary but what you need is Electrocute, Taste of Blood, any, Ravenous Hunter along Minion Dematerializer and Timeward Tonic as secondary. She's still squishy and not the strongest laner, the extra sustain from the 3 runes fix that, while MD fixes her pushing problem (I prefer 2 melee 1 range usage, but some prefer 1-1-1 or other combinations).

She's still good, has the same issue that if she gets behind she's not the most useful, so it's a risky pick in a way (fuck my team's jungler) but she can make stuff happen once you get your macro play down.
