Riot is nerfing all AD champions in the next update, but fail to realize that tanks are going to become insanely broken. They already deal massive damage as is with no AD items cough 
cough and take hardly any damage.
This game is going to die if this patch comes out.

And guess what? The damage nerfs affect them, too.
If anything the Cleaver changes are a nerf to them. 100 more health means that Juggernauts and bruisers are closer to the same health pool as tanks after both finish their first item, usually a 
for tanks. That extra health makes it far more likely those types of champs will be able to fight for an extended period of time. 
greatly enjoy this change for that exact reason.
