look i know hes not getting played in every single game, and that not a good thing for a newly released champion, but come the fuck on riot, you can see as well as i that buffing him isnt going to turn out well for anyone. this is the same shit that gets repeated for every single champion it seems like
tldr low pickrate != needs buffs, ESPECIALLY in someone like bard's case

Meaning its not a case like Fiora who's pickrate is low but a high winrate. Meaning the few who use her do really well. In Bard's case its the few who do use him, fail because Bard is terrible at the moment. Thus nobody is picking him.

sucks. His kit is not only laughable, it is completely worthless. Being chased? Throw down the portal so your team can port through it...oh...and here comes the opposing team right behind it. Need health, instead of being able to target heal, lay down some heal fountains and hope you positioned them where your teammates can take advantage of it. Need a clutch ult? Watch as Bard does no damage while throwing an aoe 'Zhonya's' on you along with the entire opposing team giving them time on what action to take next. Need a support? Watch as Bard goes collects chimes as the roaming 'support' (ie, absent support) allowing you to face ganks and 2v1's alone :D
The ONLY thing he has going for him is the short range 'Lux' stun/cc and maybe building attack speed on him or every activated support item because then he can actually....idk...do something that gives your team an advantage.

CJ Nishinoya1 votesI main support, check my account i play a lot of the lineup with good winrate in plat elo but Bard for me....it's quite difficult to trade effectively in the laning phase. His Q is sick potential (double stun) but outside this you have weak heals which can be countered and an E which requires commitment and possibly sick co-ordination skills.
I think it's good of Riot to reduce the E cooldown and increase the auto attack range and a bit of damage because if i was thresh/nami/naut/janna wait most of the support lineup i'd love a bard up against me because he just loses HP without reason.
