Can I report Riot?

AFKs continue to plague ranked queue whether it is intentional(some troll who doesn't get their way) or unintentional(player who doesn't load in, or disconnects mid game) and riot has done next to nothing about it. Its 2015, and there's another moba out there that has already solved this problem far before riot has even considered implementing anything to help combat this besides leaver buster, because apparently AFK compensation is toxic..............., but that doesn't make a needless loss feel any better. To remedy this problem, I'll leave you with a solution from Reddit, and its rather well thought out and, get this, its already being used quite successfully. "Every time this thread comes up I post the same thing. DotA2 already solved this problem and addressed the issues that Riot brings up as roadblocks. If a player fails to load in after picks. The game is canceled. We can punish the dodger. If a player goes AFK for a certain amount of time, they are punished automatically. No tribunal. If a player disconnects in game, both the player and anybody the player is grouped with gets punished (with their party mate getting a punishment to a slightly lesser degree). Remember there is a threshold fir punishments so if its just random DC it will fly under the radar. I play both Dota and League and honestly, it's pretty embarrassing how Riot has the answer right in their face but refuse to just do it. And in my 100's of hours of DotA2 games, I haven't seen a single person 'bullied' to leave a game. Oh, it also tells us when people we report get punished. Gives players motivation to actually report asshole players. Edit: And none of this will ever get implemented. Why should it? Riot is already so ahead of any other Moba, they have no real incentive (besides putting on a good face) to improve the player experience. They can just talk about 'reforming' make a few posts here and there condemning 'toxicity' (a term which is used so often it's become nauseous to me) and that's it.
