Randuin is more expensive than Frozen Heart, you realize.

higher CDR encourages more room for mistakes, less need to hit every time. Useful on some champs, carries for example - where by and large you're going to miss a lot of spells because they're dodged more easily. Leona not having the CDR helps the player themself fine tune their skills as well as opens up options for better gearing paths.

pro tier dont fuck up and get shit done using an ability once so they can invest what might have went into CDR for something else

Leona's Primary goal in to Engage. Something that you do Once Every teamfight. and outside of combat, non ultimate cooldowns are negligible. To put in another way. Leona simply does not need the 40% CDR, Not when compared to other alternative. (Armor, health, MR)

I beg to differ. Being able to rapidly stun after said initiate is pretty friggin sweet against tougher opponents.

But at higher levels that doesn't matter as much. If you've built 40% CDR, there's something else you're sacrificing - if it's as simple as Randuin's vs Frozen Heart, you're cutting out 500HP and that bitchin' active in favor of 30 armor, a bunch of mana (which Leona really doesn't need) and what, 1.5sec shorter cooldown on your Q?

The most crucial moment for Leona is that initial dive. She goes in, stuns somebody, and her W explodes outward, at which point she forces the enemy team to react to her presence and her own team can capitalize on that. She does other things too, but the WEQ snag is the thing she does that nobody else can do. At the pro level, that's what she's there for. If she survives, great. If she doesn't, oh well - she's already done what she came to do.

Buy Randuin's, and you can add an AoE slow to that initiate, and you have 500 more HP - since Leona tends to have at least 100 of each resistance as well, that's going to actually be more like 1000 effective HP before resistances. It means you're much more likely to survive that initial engage to actually plant down those successive stuns.

Buy Frozen Heart, and... well, let's hope that 30 armor advantage over Randuin's keeps you safe long enough to make use of the CDR.

Admittedly it's nice at lower levels (like where I am) because it means you aren't punished as much for whiffing your E, but it's usually safe to assume pro players will do it right the first time, yes?

While 20 to 25% CdR can be achieved fairly easy when playing Leona, by buying FotM and Locket as shown, upping it to the full 40% is more situational and dependant on the relative effectiveness of Frozen Heart, Randuin's and Thornmail against the enemy team.

Also, every Leona player has his own playstyle. For example, I am more comfortable with Armor Reds and Quints, HP (per level) yellows and MR per level blues and 0/21/9 masteries as Leona, giving me the ability to simply ignore the enemy AD during the early laning phase (50+ Armor level 1? Rammus says OK.)

I go armor reds as well, but I go HP regen quints instead so poke from that Sona is a lot less annoying. As for masteries? 0/24/6, so my Leona is tough as nails. I really hate it when people go 21 in support masteries; it makes her die a lot more. T_T

And for me, 40% CDR on Leona is mandatory.

I don't think Leona is tanky enough to survive long enough for 40% to be worth it if she goes all in and gets focused.

My biggest issue is how does she get to 40% smartly?

Zeke's doesn't give enough tank for her. Cleaver doesn't really work greatly on her either. Frozen Heart gives armor but not health, so it's an issue. Face of the mountain is meh if you aren't going support; not all leonas go bot. It's okay though. SV is nice but most people prefer banshee's. I think most people wouldn't go cdr boots on her either.

AP bruiser Leona would have less of an issue... morellos and cdr boots.
