If I find a bug in the game that has a certain interaction between two champions that causes me or my team to be given an advantage by exploiting this bug and I don't report it to riot can I be banned by riot for absuing it, or is it my job to help riot police their game?
You won't get in trouble for not reporting it, but you are going to get in trouble if you are knowingly abusing a bug.

gonna be honest you could probably get away with it but yes, exploiting it with the intent to ruin games for your own gain is bannable. you're supposed to report any bugs that you find and leave it.
As long as the bug only involves in-game activities (no scripts or outside effects) then you are not break the ToS. That said you should still be a good sport and report it.

it is "our" job to help police "our" game and keep it bug and exploit free.
Come on, man.
Just like any online game - if you find an exploit you can report or, or don't - up to you. If you find an exploit and use that exploit repeatedly to win games i.e. the Khazix base glitch, the BotR one shot glitch, the Brand AA Ult glitch, the Teemo infinite stealth glitch... you will be banned. It's not against the ToS to accidentally game the system... it's against the ToS to game the system as the expense of your enemies and allies in multiple games.
