People talking shit in other languages

Just came across 2 chinese people in my game (on my team because since when did riot give a shit about matchmaking) and of course those two people happen to play at their worst. Then they proceeded to talk shit to each other (caught some since someone in my game knew some chinese) and then proceeded to even play more badly. Does Riot even combat this type of toxicity or do I and 3 other people have to sit and suffer through constant negative lp losses?
