Garen currently has a 53.34% win rate in solo queue right now (and for those who are unaware, it's close to the win rate of Janna and Sona back when they were op). He is simply too tanky for how much damage he does. Just build a sunfire cape, and start spinning to chunk any squishy down. You can't even dash away if he silences you first before his spin ritual. What's worse, your team can't even kill him before he kills you...
I think he's just a very low skill floor champion so there aren't many people dragging down his win rate. He's more effective lower but surprisingly holds a 51% even in Diamond+. He may be just a tad too strong but only below Masters. In other words, he's not objectively too strong but he is good vs weaker players.
What bothers me about Garen isn't the champion itself but just how awful many Garen mains make it to Plat+. They have no clue about the game or macro and are absolutely atrocious on anything that isn't Garen. They basically only got there knowing Garen and that's fine but to have someone not understand macro at all is really tilting mid-late game and I've seen it with Garens more than any other champion. They just make huge late game mistakes and overestimate their tankiness even though he's known to fall off. I've lost count of how many 4v5s were started by random Garens. Singed doesn't have a super hard kit either but they actually seem to comprehend macro pretty well. I may have just gotten unlucky with Garens. I'm sure there are some who are good too and actually understand the game.
If you say Garen is OP, you have alot to learn about this game.. Garen is countered by alot of champion and any ranged champion with mobility will shit on Garen. Only ranged i have no issue on top lane is Teemo. Pick Quinn and i'll want to afk because it's worthless to try to even damage a Quinn who know what she is doing because i will never reach her.

The difference between Garen and Janna/Sona is Garen isn't forcing other options out due to his raw strength. 53% isn't actually that high when other options are still good. He is definitely strong right now, but I wouldn't say he is nerf worthy just yet.
The important thing to look at is why his win rate has gone up. You listed a bunch of stuff that he has been able to do for literally eight years, so I highly doubt any of it is contributing to his very recent win rate increase in a strictly causal way. The thing is damage and brawling are way up, which also means kite heavy compositions are down. Garen is just as strong now as he was when he last had his 49% win rate, maybe even less so now after the IE change, the only difference is people are not playing champions that are strong against him.
If his win rate gets any higher then I will admit, as a Garen main, something probably needs to be done, but this is a classic case of a meta shift changing which champions have good win rates. Nothing changed about him power wise, so if you really want to talk about what should be done with Garen leave the basic kit information out of it.
I wouldn't change it until the event is over. It helps sales seeing him in games and actually being useful.

Denying cs to any melee champion top lane is kinda infuriating, and the execute is the cherry on the cake to being an unfair champion , to be honest garen has a lot of strengths and not a lot of weaknesses but he can get exploited i.e by jg ganks. Playing against garen never was fun , his E shreds armor , so does black cleaver that he usually builds. A while ago i played against garen as rengar top and i litterally got so mad i left. As an offmeta pick he is quite strong, but then again anyone ranged is just as good against him as he is against melee champs.
