Why doesn't 6/11/16 just auto select ultimates?

There's no reason to pick anything else once you level up to these levels. Why not just automate the process?

Ryze is one instance where you do not need to put a point into the ultimate til late game, Udyr is another.

You get an option of what to put points in to when you level up to level 6, 11, and 16. These are also the levels you can put points in to your R. Since R is the most important ability, why not force people to pick it once they level up to these levels? It's detrimental to do anything else.

Obviously champs like Udyr wouldn't apply to this, but for the vast majority of them, it's important to put points in ult as soon as they can.

Eh because somebody might not want to level their ult for whatever reason. People just do weird things sometimes, or sometimes it just works better in a certain situation or a certain champ might get more out of another skill or sometihing. Sometimes I might skip my level 3 skill to drop a second point in something, but I'm a weird little shit so I dunno.
