Why does Neeko, a ranged champion with movement speed modifiers and CC, have 340 movement speed?

Neeko's movement speed is far too high for a ranged champion with an innate movement speed modifier and in-built CC. Her movement speed is comparable to most melee champions in the game - despite having a fairly long range and an in-built movement speed modifier.

Why is this? Similar champions like Sivir and Vayne have lower movement speed than this - even while activating their passives. The only one comparable would be Gnar, and his movement speed scales up through levels - he starts out at a lower movement speed than Neeko.

Even most mages do not have movement speed like Neeko - this despite Neeko being a mid-long range mage herself.
