Why aren't additional Heimer W rockets reduced as much against minions?

A lot of the counterplay to their very high damage is hiding behind minions, but because the damage of each additional rocket is more against minions, it's pretty easy for Heimer to kill a minion you're hiding behind and still hit you with 2~3 rockets
