blind has 8 seconds cooldown 40% will make it 4.8 seconds blind lasts 2.5 seconds
4.8 - 2.5 = 2.3 seconds it feels like teemo with 40% cdr has 2.3 seconds cooldown on his Blind
thats pretty much no downtime that i am allowed to fight teemo he literally blinds me twice in a fight i think that blind needs some nerf or at least make it like quinn and graves blind
Guyy Fieri2 votesYou fight Teemo by not 1v1 him. He can only blind one person. Also, we don't need any more blinds like Graves or Quinn, those are way more troubling than Teemos blind.

Increasing the CD on his Q would be a huge nerf. On top of that he is generally just as squishy as any other mage or ADC
What was his build? The usual build is 
. only 20% CDR

reduces that blind duration + tenacity masteries (Assuming you're playing a tank with Grasp) and you're welcome when you see the blind almost nonexistent.
