So that if you get matched with say: gangplank/gnar bot, you and your team can vote with on a majority ratio on whether or not you want to spend the next 20 minutes watching the enemy Vayne get fed or just remake the queue?

This is way too easily exploitable for getting out of bad matchups. Also, Gnar/Gangplank would have 2 votes and a 3/2 split isn't gonna work.
