Why is riot messing with Soraka's Q and W on pbe?

It seems like for the last few pbe cycles, Soraka has gotten a change or reversion to how her Q and W work. Does anyone know what's going on with her and why?

Soraka is slightly overpowered and she annoys many people, so Riot has been looking at ways to limit her laning potential by requiring her to have both Q and W maxed to have ally heals and personal sustain. So far, they haven't found anything good (this new iteration has some particularly huge design problems), but it's still worth exploring.

These replies... lol. She is not overpowered, she is just frustrating and anti-fun to play against.

Their goal is to make Soraka more healthy and engaging to play as and deal with. I personally love these changes, as a Soraka main (820+ games last year as Soraka in Ranked before someone raises a pitch fork and torch). The only problem and concern I have with this, personally, is that Starcall no longer states that it works per multiple champions struck. This will heavily gate Soraka from doing her job effectively, as a healer, and with these changes encouraging you to max Q second, she'll lose an immense amount of utility from not maxing E second.

These changes are amazing, but Soraka will be crippled by her ability to heal others while desperately trying to sustain herself. I'm thinking that it wont be affected by multiple targets, because then she'll be recovering a massive amount of mana that she can transfer to an ally, restoring a massive amount of health and mana to them instead.
