It isn't. If a champ lacks clear strengths and weaknesses, it basically can never be allowed to be strong, because it will crowd out every other champion in the role, and if it isn't particularly strong, it will never see play because it has no redeeming factors beyond being an all-rounder.
That's why the term generalist was coined.
I reckon it's okay. I think it's good to have some all-rounders in the bunch for people unfamiliar with a role or something to be able to pick up
All champs should have a clear weakness, otherwise they are OP by default.
I am ok with a champion not having a clear strength as long as they are a jack of all trades master of none. This would keep them from being too OP IMHO since they wouldn't be able to ever abuse a strength.
One OK is not more OK than another OK. They are all just OK. OK?
More serious: Lacking clear weaknesses and strengths actually means that the champion is a generalist. If he lacks weakness, it means that it is never a bad idea to pick that champion. If he lacks clear strengths because he is decent at everything, that means it is again always beneficial to pick that champ. Riot is actively trying to avoid that by giving every champ a clear role (so: strength) and removing generalists by giving them weakness (for example: removing MR from Graves E, making him weaker against AP comps).
Only if done well, so that every match up is winnable if they play well, but is also losable if the enemy plays well.
If they ever get stronger than the specialists, they completely dominate the game, however, so they're notoriously hard to balance. Especially because there are at least a few champions who specialize in one area, but don't really pay the price for it, and are still decent in others.
From what I have experienced in gaming? No it isn't. Generalists will inevitably become balance problems somewhere down the line.
