Isn't that healthy when he pop up his gargoyle and just ult the frontline doing 4k true damage?

Because true damage is unaffected by damage amplification and reduction.

thats the issue with CHO

his HP scaling on his ult which does true damage + item 3193

Thats the issue here, I always find something weird in league and I get downvoted, month later when it becomes meta and is broken people make thousand of post about how X is op. I always predict the future, and when I'm right I like to pat my back saying, you were right they were wrong.

Because it's true dmg same as darius ult true damage will always do the exact same amount as listed on the ability regardless of resistances, damage amplificators ,exhaust...

As has already been explained, his ultimate deals true damage and has a % HP scaling. I'm not sure they foresaw the power of Stoneplate on a true damage ability with health scaling. I personally think that a good way to balance Cho'Gath at this point would be to slightly increase his ultimate's scaling, but make it deal magic instead of true damage. This would solve the problem of it being immune to the 60% damage reduction on Stoneplate without sacrificing too much damage.
