Punishing Champion select trolls

There are a great MANY board posts about this. many places where people address time after time after time.

people who troll in champion select go unpunished.

when you troll in champion select, that means somebody has to lose 5 mins to a half hour of their time because of YOUR BS and they get away scott free. what kind of nonsense is this and how is it in any way fair?

My personal experience just now.

Get queued up with a Troll duo. one of them wants to play quinn top. I just wanna play yi. he's a fun champion that doesnt take much from me and i can play throughly. this guy is insistent. i then notice his Duo buddy is RIGHT below me on the pick. so i ban Quinn because id rather his friend not instalock in Quinn.

Both of them lock in Smite and force some poor person on my team to dodge.

And the worst part? NEITHER OF THEM WILL BE PUNISHED!

pople whgo troll in champion select have too much control. cause then in game they can say whetever they want and get away with it. Now if i do recall reports take the CS logs now. but there is still one little problem. I NOW HAVE TO PLAY A GAME WITH A TROLL AND LOSE LP. literally you get punished if you do and get punished if you dont - if you do, the person responsible gets nothing in terms of comeuppance.
