Can Lucian just get a small AP ratio on his Q?

He's the best marksmen right now that scales with Rageblade but it isn't quite viable.

This wouldn't help his ADC position much but allows for him to slightly better as a AP poke mage.

Yes I do understand that AP Lucian used to be cancer before he was released but remeber
