Change it so his passive is every kill grants AP, and his W now refunds mana cost when it kills things?

How about just give his q a small mana refund 5 mana for creep killed and champion hit. I'd even trade the cdr from stacks on W for it

???? I'm talking about that stupid cdr for stacks on Dark atter (W). This thing doesn't do anything till like at least 25 minutes. I'd rather have a slightly better laning phase rather than being something I'm not supposed to be (Veigar melts Baron and Drake, he can kill them in 15 seconds 30 minutes in and that's all this buff does. As long as we don't get another tank meta).

Then his Q stacking should stop at 300 stacks, and his ult will no longer scales with missing %hp.
