Wait... how does remake work?

I was just in a game. Our adc seemed to have connected, but was sitting in fountain. We gave up first blood around 2:40. Then, at 3 min, we were prompted to remake. It passed with 5 votes because right as the vote came in, vayne shows up and says "oh, sorry guys."

What?

Can't you not remake if your team gives up first blood? Can't you not remake if the person is THERE?

What is going on here?
