People say wait for pre-season to be over for runes to be balanced
But riddle me this, did riot ever balance the mastery system that was out in season 6 and 7? What makes you guys think that they will fix the runes/mastery system this season?

Yeah, more or less. Every keystone was used by someone and all keystones could be seen in games at all levels of play.
