I'm just trying to figure out why Blitz got 2 major penalties on his movement ability when everyone else goes scott free. He has a decaying burst that penalizes him with a slow afterwards. Lets compare that to many other champions of similar bursts:

Garen - Removes slow affects and applies silence on hit. Hecarim - Generates speed over time and has a knock back affect. Kayn - Walks through walls with increased speed. Lulu - Applies long MS burst with no penalty Karma - Applies shield and MS Skarner - Applies shield and MS Teemo - Applies passive MS and an active MS

The list goes on. Yet we have a champion who's movement speed ability, which is supposed to help counteract his abysmal 325 base MS, actually hinders him more than it helps. Why are we punishing him so much?

The purpose of his W is for quick repositioning before throwing a hook. Without the movespeed penalty he tended to just use it to run people down. It made it almost always better to simply run at people instead of trying to land hooks.

Please stop comparing apples to oranges. What's balanced on one champion might not be on another. Focus on why BLITZCRANK SPECIFICALLY needs this change, don't just go "but x champion gets to have it!"

Is he too weak with it? Please go into detail.

They did it because his gameplay pattern before was he'd run for extended periods of time with his W activated to catch long-range targets, then E them into a nearly undodgable hook for a long CC chain. He actually used to be more reliable back then, and even now he's still considered to be a pain in the ass.
