Why the time where Riot does massive changes is before world?

last year remember this patch ? http://lol.gamepedia.com/V4.13 . But one time, riot said that they don't want to change everything before world, because the player will have some issues to adapt to those changes

but well, it's good to have patch like this in my opinion they should ALWAYS do a big balance change patch
