the game, if you haven't noticed starts much faster.
It's a .1 / .15 ratio increase on his ramping heal. I don't know if you've ever played Bard, but this is extremely minor since he's a support and won't get AP as quickly as actual carries.
Please downvote this until it is removed. Children shouldn't post about things they don't understand.

Bard is kind of annoying but he is not overpowered.
I'd say some slight buffs aren't unreasonable.... if they were buffing Thresh/Alistar/etc., that'd be completely retarded, but that's not what they're doing.
Because bard was at a Meh state.... he was fun to play but offered little late game. so buffs were needed and i am fully on board as a Support main. i mean cmon dude... he has 1 dmging ability, the rest is utility.
