With the new mana changes, what if a damage mage wants mana regen?
Will
etc. simply be getting the middle finger if they want to be able to regenerate their mana during combat? That seems a lot like taking choices away from them.

Malzahar has his E passive. he'll be fine. Assuming he still has it after his rework. Arhi can go fuck off for all i care and get gutted.
In general, what is gonna happen is that you will be getting obscene amounts of mana instead, so regen wont be the issue, its total mana.
Yeah, but what if you're Swain and want regen? You can't totally rely on his passive or blue buffs.

have you covered.
Malzahar has never built Mp/5 items....
RoA is all he needs. Literally never had a problem with mana once i've gotten RoA.
Riot specifically stated that High damage was going to become more associative with Maximum mana, rather than mana regen.
So to answer your question, yes Riot is kinda saying that regen and damage shouldn't mix. But I would argue that riot as good reason for this. And isn't just giving mages the finger.
Mana is suppose to be a limiter for all who use it. Yet completely mittigating the possibility of ever going OOM, should generally not happen, or if it does, at the cost of raw AP, or other stats.
For mages, regen has but a single dividing line. you either have enough regen to spam your spells, or you don't and will go oom. That difference completely dictates whether a mage will be effective, or if they will just burn out.
With the mages being balanced around maximum mana however, it creates a much broader window of power. As mages will need to conserve mana, but creates a space where they are not entirely strong or entirely weak. And that creates a space where those siege mages can actually be allowed to be strong, without being oppressive.
