You're not allowed to assassinate as Shaco at level 2 because it would be more stealth and is all point-click with no delay.

since his nerf shaco cant kill targets from around 30% with just q any more. throughout all stages of the game. yet talon can 100-0 people starting at level 2.

Talon has delay on W and it's a skill shot. You play Talon and Shaco for different reasons. Shaco has way more options than Talon. Talon only has killing one target and can't do anything without ultimate later.
