Thanks! 8.8 PBE Vi changes

As i was looking through the pbe changes i saw some QoL updates to my favorite champion Vi. I've felt that she's been in a pretty ok spot, but these cd and manacost buffs at early levels will make her feel that much better to play early game.

I'm a little disappointed that her lvl 1-3 w attack speed bonus got nerfed but I understand.

But it would be nice to just have the buffs and no nerfs [slayer-jinx-wink]
