How to fix balance issues.
There are too many champions to balance. PERIOD. The ONLY way around it, is to cycle playable champions on a weekly rotation. Every week 30 playable champs, have each 30champ pool balanced around the pool that its in.
There you go. If you want to play your main champ every week, go play customs. there you go.
