What if Rylai's Crystal Scepter and Frozen Mallet...
What if Rylai's Crystal Scepter and Frozen Mallet, were more tools as a way to were more like tools as a way to ease Mobile Champions. Instead of it being incredibly effective against everyone.
###This would fix the following issues, I believe:
- Preventing most Mobile Champions from nullifying any Slow you apply on them when they buy either Boots of Swiftness or Mercurial Treads.
- Making immobile champions suffer even more who might just happen to have one of the lowest base movement speed values (Anivia/Ziggs/Nautilus for example = 325 Base Movement Speed)
Rylai's Crystal Scepter
UNIQUE – ICY: Damaging Abilities and Pet attacks Slow affected units by 10% for 1 second. The Slow is increased by 5% for every bonus 10 Movement Speed the enemy has.
Frozen Mallet
UNIQUE – ICY: Basic attacks (on-hit) apply a 20% Slow to your target for 1.5 seconds, refreshing with every hit. The Slow is increased by 5% for every bonus 10 Movement Speed the enemy has.
LIMITATION - On Ranged Champions, applies a 10% Slow instead. The Slow is increased by 5% for every bonus 10 Movement Speed the enemy has.
gives 60 bonus Movement Speed upon killing literally anything, on top of the fact that it already gives 20 Bonus Movement Speed when hitting something.
Trinity Force additionally gives 5% Movement Speed on it's own.
