Grevious Wounds rework

So Grevious Wounds, and thus healing champions, have always been pretty hard to balanced, due to it's accessibility and effectiveness. Some champions are borderline overpowered without it (or even overpowered), while at the same time nearly useless with it.

My idea is similar to what Morello's has right now. Except... global.

Basically, when a champion gets to low health, heals become less effective. Maybe it should be scaling (1% less effective at 50% health, up to, I dunno, 90% less effective at 1% health), or maybe it should be flat (50% less effective below 40% health). Either way, I think this would be a good way to balance them. After all, healing is sustain, and sustain is better against DPS than burst, right?

CDR is pretty exclusively the reason heals are broken and need Wounds to counterbalance.

I kinda have a counter proposal. for a GW rework. Mainly, while GW is needed in itemization to allow the option to counterbuild healing. You freaking have executioners calling, and 800 GP item, having the same effect as Mortal reminder, and Morello's, if only with a shorter duration.

What I think they should do is make GW a numerically scaling stat. Allow items like Executioners to only reduce healing by say, 20%. while allowing their final build items offer the full 40%.
