Correct me if I'm wrong but isn't the whole point of marksmen to be very high damage dealers with less mobility than most of champions? Isn't a single item that fix a champion's weakness bad design?

First one already has 
boots in her kit for no reason. She can just chunk 50% of your hp with one AA (yes saw it happening) "poking you" and running back (with

The other second literally has the same passive in his kit already, and being "kited" by someone running at 600ms while dealing 700+ damage per aa is erhm... frustrating ?
