ADC-related question: what is BotRK purpose?

I've been confused since item 3153 latest rework.

What is its purpose? Is it an early game item to snowball my lane or a late game pick to kill hp-stacking enemies?

On hit items are kinda circling the drain right now, but with how the attack speed on it was nerfed it's more late-game oriented and not a rush item.

Blade's best, in my opinion, for three things -

  1. It's easier to build than IE in a losing lane or when stuck with a terrible back timer.
  2. It does, in fact, kill the super tanks.
  3. It offers marginal counterplay to divers due to the movement speed steal on the active allowing the user to kite more effectively for a short time.
