Armor Pen Runes
Now that minions have no armor, the armor pen runes seem underwhelming. Can we make it so that VS minions that flat armor pen can reduce their armor below 0?

Armor Penetration runes do do this. It doesnt reduce their armor, it makes you, your champion, ignore that much armor. Therefore, you are ignoring that much armor from the 0 armor minions, reducing it below 0.
