Where is the AP?

I really like the new and way better passive of the new zeke's harbinger that is on the pbe right now.

But why did you remove the AP? I thought is for tanks and for enchanters. If ap on it could cause it to beeing bought midlane, why dont you finally add the long requestted utility-power-stat and put it on this item? (about utility-power: all utility-ap-scaling should be replaced with utility-power scalings and heal-and-shield-power should be replaced with utility-power scalings)
