Should there be any Champion with Ana's Nano Boost from Heroes of the Storm?

Ana's Nano Boost works as follows:

Instantly boost an allied Hero, restoring 200 Mana. For the next 8 seconds, they gain 30% Spell Power and their Basic Ability cooldowns recharge 150% faster.

Obviously numbers and such would be different in League, but the idea of boosting an ally's cooldown rate and giving them a bonus to their AP would be a nice support ultimate. I know Lulu used to give bonus AP with her W, but that was removed in favor of bonus AS because the AP bonus was imbalanceable as a basic ability. As an ultimate, giving an ally bonus AP could be easier to balance.

But even if there was no bonus AP, speeding up your ally's basic ability cooldowns would be incredibly powerful.
