Mordekaiser, the most immobile champion in the game doesn't care about Slowing people and instead just go for 
and kill them fast
You destroyed that item so hard it doesn't bring damage anymore because the ap is garbage it doesn't bring tankiness anymore because the hp is garbage the slow is shit
you straight up nerfed ALL the things that the item brought because syndra and orianna oneshot people with it
the item was 102% cost efficient instead of removing 30 or 40 ap from it and made mages not oneshoting with an utility item, you nerfed the hp and the slow as well

build it almost regularly, and any other mage can also build it if they go against a team that has some juggernauts and/or tanks to help them kite better.
was the problem since it was the only AP item that wasn't gutted like the rest of the others in the MYMU, clearly the problem wasn't that every other AP item except 
were garbage so mages had to rush what offered the better deal of AP+Utility and created that permaslow shit.
