Does Darius really need that much armor penetration on Apprehend?

Darius has a lot going for him in terms of damage. He can get up to 200 bonus AD from Noxian Might, he has some of the best synergy with Black Cleaver in the game, and to top it off his Apprehend gives him an extra 25% ArPen at rank 5. That was on Darius before his rework to help his late-game, but now that he has other means of getting super-strong late-game, that much ArPen feels like more power than he should have.

Maybe if it gave 15-20% at rank 5 it'd be a little more reasonable, but 25% basically means that with BC, he can cleave through about half of any enemy's armor. And that's not taking his ultimate into account.
