How to instantly fix lane bullying.
All ranged auto attacks now behave like Grave's shotgun. Bam. Now melee champs can hide in minion waves to stop ranged champs from effortlessly poking them out of lane.
Abilities are unaffected.

And this is why not every pipsqueak can just apply to work there.
Lane bullying is an intended strength of some champions and intended weakness to others, so you'd need buffs/nerfs elsewhere that would be tricky to balance. You might be able to justify it if you made ranged attacks do extra damage to champions to compensate, but that'd likely be a nightmare late game, and power creep is arguably already a problem.
Also, most lane bullies fall off late game to make up for their oppressive lane phase.
