Has botlane become a sustain lane?

After seeing the recent FNC game featuring a tank Garen ADC (amazing how they nerf Zilean Spellthief Top, ruining support items for the rest of us, but this will probably go overlooked), and then reflecting on the fact that we are seeing double support botlanes, and Soraka Tops, as a support main I have been at a loss for words as to what on earth the Riot devs are doing.

It is starting to look like the botlane is becoming the place to stick the stuff that teams need but don't want to put in other lanes. It has gone from being a respectable lane where you feed and nurture a marksman to maturity to being the virtual garbage heap of the game. The place to stick the stuff that people don't want to play because the "balance" has caused so many midlane roams and jungle ganks to head to botlane looking for cheap farmed kills.

C'mon Riot balance team. This meta is getting less and less fun. PLEASE fix your mess.
