Make Bloodletters the AP version of Essence Reaver

So during the Butchers Bridge I absolutely LOVED . It was the perfect AP assassin item (gotta admit they dont have many). It gave AP, health, pen and a pretty neat passive. I really wish it could stay but i could see the problem of poke mages abusing this item. Which is why I propose a change for this item.

Make the passive proc of damaging an enemy champion with your ultimate. That way poke mages cant abuse its passive, while champions like could use it properly
Make its passive a UNIQUE passive with to avoid the case of double spellshield.
Make the Magic pen not unique. I mean if AD assassins can have 3 pen items then so can AP assassins, given they choose to.

The Bloodletter spellshield was abysmal on poke mages. The shield activated when you hit an enemy with an ability - as a poke mage, this usually means you're a million miles away. It lasts for 2 seconds, then goes on cooldown. This means poke mages will probably cause the shield to expire because they're going to be so far away from the conflict that it will never be of use to them.
