Is it toxic or bad manner to..in the case of say, their mid laner d/cs but they decide not to remake, the mid reconnects after the first...say 7 minutes,is it bad if the jungler and enemy mid laner focus them so hard knowing that they are ahead?

Id say no its not. its a game and its all about winning, if you have an advantage use it.

I mean, it isn't toxic, and it doesn't help you improve, and it also doesn't make you good for doing it.

But a win is a win I suppose.

I mean even if its an asshole move to do you would do it anyway so why even asking this question? Yep, you are an asshole for doing it, will it stop you from abusing it? No, its just human to not care if you can gain something, thats sadly how humans work.

Not really because they chose no to remake knowing the risk if they didn't. So its fair game.
