Rylais is pretty much useless right now

Sure it is cost efficient but the slow is terrible. First thing is 20% That is not much. Couple that with the fact it doesnt stack with other slows, and it becomes god awful.

Furthermore, the static 1 second duration no matter what, even on single target is just plain wrong. WHY WHY

Let's completely act like 99% of the casters in the game have a cast time....Why just 1 second?

I can understand aoe and dots, but single target requires a minimum of 2.

Old rylais was perfectly balanced. The new rylais was an overloaded stat stick. The current rylais is stupidly weaker then the original rylais. Something has to be done.
